(FAQs) to help answer questions that IRS employees
may have about the IRS CCSP 2003. The questions
are grouped in the categories below:
Applying
For an AWARD From The IRS CCSP 2003
Q:
How do I apply for an award from the IRS CCSP
2003?
A:
Complete an application for the IRS CCSP 2003.
IRS employees may obtain an application from the
IRS intranet website (ERC), or you may download
the application from our website by following
this link, IRS CCSP 2003 Application.
In addition to submitting a completed application,
you must also submit a copy of your 2002 Individual
Federal Tax Return, and a copy of your most recent
Statement of Earnings and Leave.
Q:
When is the deadline for submitting an application?
A:
The IRS will have an open enrollment period for
the IRS CCSP 2003 from September 15, 2003 until
September 26, 2003. During this period, IRS employees
will be able to apply for a child care subsidy
award. FFA will receive and process applications
for the IRS CCSP 2003. Applications may be mailed
or faxed to FFA. All applications that are mailed
to FFA must be postmarked by September 26, 2003.
All applications that are faxed to FFA must be
received by September 26, 2003.
Q:
Where should I send my application to be processed?
A:
If the application is mailed, it should be mailed
to the following address:

If
the application is faxed, it should be faxed to:
(404) 659-8789. Please note that FFA will be accepting
faxes 24 hours per day, and 7 days per week. We
expect that the best time to fax your application
will be before 8:00 AM EST, after 5:00 PM EST,
or on weekends.
Q:
What if my application is submitted late (after
the open enrollment period has ended), incomplete,
or I fail to include the other required documents?
A:
Applications submitted late, incomplete, or without
the required supporting documents (2002 Tax Return
and Statement of Earnings and Leave) will not
be processed by FFA.
Determining
Eligibility For The IRS CCSP 2003
Q:
What factors will FFA consider to determine if
an employee is eligible to receive an award?
A:
FFA will follow the guidelines established by
the IRS to determine which employees who apply
for an award meet all of the eligibility requirements.
The eligibility requirements are:
- Employee must be full-time,
part-time permanent, or seasonal employee.
- Have a child enrolled in,
or will be enrolled in, a licensed childcare
facility, or with a licensed childcare provider
(licensed and/or regulated by the State and/or
local authorities where the service is provided.
- You must be the parent or legal
guardian (grandparent or other guardian) of
a child age 13 or under, or disabled child through
age 18.
- Have a total family income
(TFI) that does not exceed $45,000 per year.
- Submit a completed application,
along with all the required supporting documentation
by the deadline.
Q:
Once I have been determined eligible to receive
an award, does that automatically mean I will
receive an award?
A:
No, the amount of funds available for the IRS
CCSP 2003 is limited. IRS employees nationwide
are able to apply for an award. All eligible employees
will be ranked by their total family income (TFI).
FFA will rank the employees TFI starting with
the lowest to the highest, up to $45,000. FFA
will make an award to the employee with the lowest
TFI first, and continue up the rankings until
all available funds are expended. If two (2) or
more employees are tied with the same TFI, the
tie will be broken by ranking by the Enter On
Duty (EOD) date. The employee who started working
for the IRS the earliest will be ranked before
the other employees he/she is tied with based
on TFI.
Q:
Will I be notified that I am eligible to receive
an award?
A:
Yes, FFA will mail award letters to all employees
determined to be eligible to receive an award.
In addition, FFA will notify all employees who
were determined not to be eligible to receive
an award, and provide the reason(s) for such determination.
Q:
What will be the amount of the award and what
months will the award cover?
A:
The amount of the award will be the actual amount
of charges incurred for childcare services rendered
each month included in the award, but no more
than $200 per month. The only months included
in the IRS CCSP 2003 are: July, August, and September
2003. No other months are included.
Requirements
After Receiving an Award
Q:
Once I receive an award letter, what should I
do next?
A:
You must fully complete the Award Agreement Letter,
and the OPM Form 1644. These forms must be returned
to FFA. You may mail or fax these forms to FFA.
Q:
How do I notify FFA of the amount incurred for
childcare charges for the months of July, August,
and September 2003?
A:
You must send FFA an IRS CCSP 2003 Monthly Invoice
for each month (July, August, and September 2003),
which shows the total charges incurred for services
rendered for childcare services. The charges should
be stated as weekly totals, and the weekly totals
should be added to get the total for each month.
The invoice for each month must be signed by you
and your Childcare Provider. If you have more
than one (1) Childcare Provider, you must submit
a separate invoice for each Childcare Provider.
