First Financial Associates (FFA) was selected by the Department of Veterans Affairs (VA), to manage and administer their Child Care Subsidy Program (CCSP).
This federal agency has established a Child Care Subsidy Program in accordance with Public Law 107-67, Sec. 630 and the Code of Federal Regulations (CFR) Part 792. These laws permit Federal agencies to assist their lower income employees with child care costs.
Under prescribed authority and policy in VA Directive 5009 (pending approval), VA has chosen to implement a Department-wide program that is available to full-time and part-time employees who meet the income criteria; have an eligible child in the care of a licensed and or regulated center-based or family care facility (includes before and after school care programs). The commitment of this program was developed in partnership with the American Federation of Government Employees (AFGE), National Federation of Federal Employees (NFFE), National Association of Government Employees (NAGE), American Nurses Association (ANA), and the Service Employees International Union (SEIU).
Child care subsidy can reduce the amount of the costs parents pay for childcare by providing subsidies directly to the child care provider. To be eligible to participate, a childcare provider must be a family childcare home or childcare center. Both types of care must be licensed and/or regulated by the State and/or local authorities where the service is provided.
